address to the Chritish SAR on COVID-19 on 31 March 2020

Good Afternoon,
COVID-19 has widespread across the
world and we are no exceptions, it is the biggest public health threats for
decades. World are suffering from this highly infectious killer.
We have seen enormous impact from
any perspectives, psychical and mental, lives and economics. However, I am
afraid we should be prepared for more in the future.
Hence, today I want to update you on the
latest steps government are taking to fight and what we need from you.
First of all, we all seen extreme
pressure on NCH system and it is clear that if no measures took it will crush
in the end because we don’t have enough ventilators, protective gear and
doctors and nurses. We are proud of our NCH and advanced healthcare industry
but if too many of you are seriously sick at one period, they might not able to
help. We don’t want that happen at any chance.
So it is important to slow the
spread of virus, and most important, to avoid getting infected.
Best way to achieve that is stay
at home. This is the most simple but vital to stop virus spreading between
households.
So, SAR government is making an
emergency declaration on COVID-19 which ask you to do the following things from
this moment:

only going out shopping
for basic necessities, as infrequently as possible
·
work from home
unless it is impossible to do so
·
cancel all but
essential trips abroad
·
no gathering
than two persons (e.g. do not meet your friends)
·
social
distancing when going out (at least 2 meters)
We know that’s a lot to ask but
you must follow as police have powers to enforce it if you don’t.
To ensure compliance with the
Government’s instruction to stay at home, we will immediately:
- close all shops selling non-essential goods, including clothing and electronic stores and other premises including libraries, playgrounds and outdoor gyms, and places of worship;
- we will stop all gatherings of more than two people in public – excluding people you live with;
- and we’ll stop all social events, including weddings, baptisms and other ceremonies
We understand the potential it
will harm people’s lives and businesses and we will act accordingly to support
you.
And I can assure you that we will
keep these restrictions under constant review. We will look again in three
weeks, and relax them if the evidence shows we are able to.
Each and every one of us is now
obliged to join together.
